第二，非正规经济。德索托的另一个重要贡献，是重新解释“非正规经济”。传统观点常把地下经济视为逃税、违法或缺乏公民意识的表现，但德索托指出，很多穷人并非不愿守法，而是制度成本过高。
2009年，香港特别行政区政府推出长者医疗券计划，旨在资助年满65岁的长者选用更符合自身需要的医疗服务。2015年10月5日，港大深圳医院成为内地首家可使用香港长者医疗券的试点医疗机构。
