Notice that these “serial numbers” are very similar to the ones we embedded in the single-use credentials above. Each Resource (website) can keep a list of each SN value that it sees, and sites can reject any “show” that repeats a serial number. As long as the User never repeats a counter (and the PRF output is long enough), serial numbers should be unlikely to repeat.
